A Regina taxi is metered, and the City of Regina's Taxi Bylaw caps what the meter can charge: C$4.50 for the first 120 metres, C$0.25 for each further 123 metres, and C$0.25 for every 25 seconds of waiting after the first five minutes. In practice that makes most trips inside the city cheap. A downtown hop to Mosaic Stadium works out at under C$9 on the distance charge, and the run to the airport at around C$12 to C$13, before the airport fee and any card fee.
Rideshare is legal and licensed in Regina, transit costs C$3.50 cash, and on Roughriders game days the free Rider Transit shuttles beat every other option for getting to the stadium. This guide sets out what each costs, how the rules work, and the specific situations where a pre-booked Elly8.net car at a fixed price, from US$95 per vehicle, is the better choice.
How much is a taxi in Regina?
The City of Regina's Taxi Bylaw sets the maximum meter tariff: C$4.50 for the first 120 metres, C$0.25 per additional 123 metres, and C$0.25 per 25 seconds of waiting after five minutes. Short trips across the central city work out at roughly C$8 to C$15 at that maximum. Hourly hire and trips outside city limits have their own capped rates.
The fares come from Schedule A of the City's Taxi Bylaw, which sets the most any broker, owner or driver may charge. The same schedule caps a few extras worth knowing: hand luggage and wheelchairs or mobility equipment are carried free, there may be a fee of up to C$1.00 for paying by card or another electronic method, and trips to or from Regina International Airport can carry a charge equal to the fee the Airport Authority levies on the driver.
Using the maximum tariff, here is the arithmetic for a few common trips on a clear road. Real fares may be lower, and waiting time in traffic or at a stop adds to them.
| Trip from downtown Regina | Approximate road distance | Meter at the bylaw maximum (C$) | What is added |
|---|---|---|---|
| Mosaic Stadium | about 2 km | about 8.75 | Waiting time, card fee up to C$1 |
| Conexus Arts Centre and Wascana | about 2 km | about 8.75 | Waiting time, card fee up to C$1 |
| RCMP Heritage Centre | about 4.5 km | about 13.25 | Waiting time, card fee up to C$1 |
| Regina International Airport (YQR) | about 4 km | about 12.50 to 13 | Airport fee, waiting, card fee |
| University of Regina | about 5 km | about 14.50 | Waiting time, card fee up to C$1 |
| Moose Jaw | about 72 km | out-of-city rate, C$1.72 per km | Agree the fare before you leave |
Two less familiar parts of the tariff are useful for visitors. A taxi can be hired by the hour at up to C$39.00 an hour, covering up to 10 km of travel, with up to C$0.80 per extra kilometre. And special trips outside the city limits are capped at C$1.72 per kilometre, which puts a one-way taxi to Moose Jaw, about 72 km (45 mi), at roughly C$124 by that rate, as arithmetic. Agree the fare with the driver before any out-of-town trip.
If you share a taxi, the bylaw is clear about how it is charged. When several passengers who each ordered a cab are carried from the same point to different destinations, each stop counts as the end of a trip, and the driver clears the meter and charges each trip separately. The same applies when passengers are picked up from different points for the same destination. A group that orders one cab together and rides to one place pays one fare.
How to recognise a licensed Regina taxi
The City licenses taxi drivers, vehicles and brokers, and its taxi licences page lists the signs of a properly licensed cab:
- A valid taxicab owner's licence decal in the top left corner of the rear window.
- The taxi company's name and an identifying car number on the outside of the vehicle.
- A fare meter sealed with a City of Regina tag.
- An electronic payment system on board at all times.
- An in-car security camera system at all times.
Drivers must carry their taxi licence while working and keep their identification card visible to passengers. The City issues four kinds of taxi vehicle licence: regular, temporary, seasonal and accessible, and accessible taxis must meet the CSA-D409 standard. If you need an accessible vehicle, ask for one when you call the taxi company; for a complaint about a driver, the City's licensing office takes reports.
Rideshare in Regina: the rules that matter to a passenger
Rideshare companies operate under provincial rules and the City's vehicles for hire bylaw, and must hold a City licence. The City's rideshare page spells out what that means for you as a rider:
- Trips are booked only through the company's app. Drivers may not pick up anyone who hails them on the street.
- The fare is shown to you and accepted before the trip starts, including any variable or surge pricing.
- Payment goes through the app. Rideshare drivers are not allowed to accept cash.
- Each vehicle must display at least two company decals, and you should check the driver's name, photo and vehicle details in the app before you get in.
Because rideshare fares move with demand, there is no published price to compare with the taxi tariff. On a quiet weekday the app may well beat a taxi; at the final whistle of a sold-out game or at bar close on a Saturday, surge pricing and a crowd of people opening the same app can push the price and the wait up together. Taxi ranks, hailing and late nights
Licensed taxis can be booked by phone and can also take street hails, which rideshare cannot. The most important stand for visitors is at the airport. Regina International Airport lists four authorised taxi providers, and its taxi and rideshare page is blunt about late arrivals: if you land after midnight, it strongly recommends pre-booking your taxi. Every authorised taxi can drop off at the terminal curb; pre-booked pickups from some companies, and all rideshare pickups, happen in the short-term parking lot across from the arrivals doors. Our guide to the Regina airport shuttle and its alternatives covers YQR in detail, including the bus timetable.
Late at night across the city, the same logic applies. Regina is a mid-sized market, and after midnight there are fewer cars on the road. If you need to be somewhere at a fixed time, book ahead rather than relying on a hail.
Game days at Mosaic Stadium: be honest about the shuttle
On a Roughriders game day, the cheapest and often the easiest way to the stadium is free. The City's Rider Transit page explains that shuttles run to and from Mosaic Stadium for Riders games and selected major events, starting 1 hour and 45 minutes before kickoff, from stops including the Turvey Centre, the Warehouse District, downtown on Saskatchewan Drive and Victoria Avenue, the University of Regina and Southland Mall. On game day, regular transit and paratransit are also free when you show your ticket.
For most fans that is the right answer, and we would not suggest otherwise. A taxi or rideshare to the stadium is cheap by the meter, but traffic and closures make the last few blocks slow, and leaving at the final whistle, when the whole crowd wants a ride at the same moment, is the hard part.
Where a pre-booked vehicle earns its place is with a group or a host. A corporate host with clients, a family with grandparents who should not walk far, or a dozen friends coming from out of town can travel in one Executive Sprinter that drops them near the stadium, waits through the game and collects everyone from an agreed point away from the main exits. Our Regina limo bus guide works through group sizes and hours for game nights, and sports event transportation explains the service.
Transit for budget trips
Regina Transit's cash fare is C$3.50, exact coins only, and stored value on the Umo card or app is C$3.20 with daily and monthly caps, according to the City's fares and passes page. Transfers within 90 minutes are free with Umo or open payment, but cash riders pay again on the second bus. For one person with a light bag in the daytime, it is the cheapest way across the city.

When a pre-booked car is the better call
For a single person crossing town at a normal hour, a Regina taxi is good value and a chauffeur is not the right tool. Our prices are higher, and we would rather you knew that up front. The picture changes in these situations:
The first flight of the morning. A car booked a week ahead, with a confirmation and a chauffeur assigned, removes the risk of a pre-dawn wait for a taxi.
A late or delayed arrival. Elly8.net chauffeurs track your flight and wait inside arrivals with a name board, with complimentary waiting after a tracked landing. See airport transfers.
A day of meetings. Delegations visiting the Legislature, ministries and Crown corporations often need a car that waits outside one meeting and moves to the next. Regina car service by the hour costs from US$110 an hour in a business sedan, 3-hour minimum. A taxi by the hour is cheaper, but a chauffeur adds a vehicle class you choose in advance, one point of contact at a 24/7 desk, and a fixed bill in US dollars. Official visits are covered under government and diplomatic transportation.
Out of town. A site visit on the Trans-Canada towards Moose Jaw, or a drive to Saskatoon for meetings, is a long way to rely on a meter. Our city to city car service quotes the whole run as one fixed price in the web booker.
Groups, families and winter. Five or more people with bags, children who need car seats fitted before pickup, or a February evening when nobody wants to stand at a curb all point to a pre-booked SUV or Sprinter.
Company billing. A corporate account brings monthly invoicing and fixed US-dollar fares in Regina and across all 141 Elly8.net cities.
The general case is laid out in chauffeur vs taxi.
