Richmond is one of the few US cities where the cheapest ride is free: every GRTC bus, including the Pulse bus rapid transit line, runs under a Zero Fare policy. Taxis are metered and usually booked by phone or app, and Uber and Lyft cover the city with prices set at the moment you request. A pre-booked chauffeur on Elly8.net costs more for a single short ride, but its price is fixed before you travel, from US$95 an hour in a business sedan or US$135 from Richmond International to downtown.
The right choice depends on the trip, not the city. A solo hop from a downtown hotel to a Carytown dinner needs nothing more than the bus or a short app ride. A day of meetings between the Capitol, a law firm and a West End office, a family night at a sold-out show, or a group heading to a race weekend is a different calculation. Below, trip by trip, is how the options compare in Richmond, with the official numbers where they exist.
Which is better in Richmond: a taxi, Uber or a private car?
For short solo trips, the free GRTC bus, a taxi or a rideshare is usually the better value. A pre-booked private car wins for multi-stop business days, families with child seats, groups, late nights after shows and fixed budgets: an Elly8.net business sedan is US$95 an hour, all-in, with no surge pricing.
The underlying difference is how each option prices the ride. A bus is free and runs to a schedule. A taxi meter charges for distance and time, so it is cheap on a clear road and less so in traffic. An app sets the price when you request, so it rises when everyone requests at once. A chauffeur booking is priced per vehicle in advance, so the bill does not change with the hour or the crowd.

The options at a glance
| Option | What it costs | Strengths | Weak spots |
|---|---|---|---|
| GRTC bus and Pulse | free under the Zero Fare policy | No cost, frequent core routes, airport service | Stops only at bus stops and stations, not door to door |
| Taxi | metered | Airport curbside, phone or app booking | Price unknown until arrival, vehicle size varies |
| Rideshare (Uber, Lyft, Uber Black) | set by the app at request, surge applies | Quick on ordinary days | Event surges, pickup points away from the door |
| Elly8.net business sedan | US$95 an hour (3-hour minimum); RIC to downtown US$135 | Fixed price, car waits, child seats on request | Book ahead; not the cheapest single hop |
| Elly8.net business SUV | US$120 an hour; RIC to downtown US$180 | Up to 6 passengers and 6 bags | More than one person needs |
| Elly8.net Executive Sprinter | US$190 an hour; evening package US$950 | One vehicle for up to 12 | For groups only |
GRTC's how to ride page states that all buses are Zero Fare and that you may board at any open door; buses stop only at bus stops, or at stations on the Pulse. Elly8.net prices include the chauffeur, vehicle, taxes and standard gratuity; tolls, parking and waiting beyond the included time are billed at cost. Rides in Richmond are operated by licensed, commercially insured local chauffeur partners vetted through the Limousine Worldwide network; Elly8.net takes the booking, fixes the price and runs the 24/7 desk.
Trip one: a hop across town
The trip. A hotel near the Capitol to dinner in Carytown, a drink in Scott's Addition, or a museum in the Fan.
The verdict. Take the bus if it runs your way, or a taxi or app ride if it does not. These are short trips on city streets, and a chauffeur's three-hour minimum makes no sense for twenty minutes of driving. This is the case our chauffeur vs taxi page describes everywhere: the meter wins on short, light, off-peak trips.
The exception is a dinner where the car matters: a client evening, an anniversary or a celebration where nobody wants to wait outside a restaurant for an app. Then the evening out and event night package, from US$475 in a business sedan, keeps the car with you for the night.
Trip two: a day of meetings around the Capitol and the West End
The trip. Richmond is Virginia's capital, and a working day often runs from state offices around the Capitol to a law firm or bank downtown, then out to an office park in the West End or Short Pump. During the General Assembly session, downtown is busier still.
By taxi or app. Four or five separate rides, each requested after the previous meeting ends, each with a wait and a price you only see at the moment. Fine if the day is loose; stressful if the meetings are tight.
By chauffeur. One car for the day. An hourly chauffeur in a business sedan is US$95 an hour with a 3-hour minimum, the full-day chauffeur US$700, and the corporate roadshow day from US$855 in a business sedan to US$1,710 in an Executive Sprinter. The chauffeur waits at each curb with your bag in the trunk and adjusts when a meeting overruns.
The verdict. For a single meeting, a taxi. For three or more stops with a fixed schedule, the booked car is usually close in total cost and much simpler. Assistants and travel managers can open a corporate account for monthly invoicing; see corporate car service for how these days are planned.
Trip three: a show at the Altria Theater or Dominion Energy Center
The trip. Touring concerts, Broadway shows and the symphony at the Altria Theater or the Dominion Energy Center downtown.
What happens with apps. The arrival is easy. The departure is the problem: when a sold-out house empties at once, everyone opens an app in the same few minutes, prices rise with demand, and drivers converge on the same blocks. Taxis are in the same traffic.
The verdict. For a couple who live nearby, an app ride home is fine, perhaps after a short walk away from the crowd. For a family, a group, or anyone who wants to leave the moment the curtain falls, a reserved car is the calm option. The evening out and event night package runs from US$475 in a business sedan and US$600 in a business SUV to US$950 in an Executive Sprinter, with the chauffeur staged at an agreed pickup point. See concert transportation.
Trip four: baseball, race weekends and big events
Baseball. The Richmond Flying Squirrels play at CarMax Park. A game night with friends is a short-trip decision for most locals: the bus, a taxi or an app ride.
Race weekends. NASCAR weekends at Richmond Raceway in Henrico fill the roads east of the city. This is where on-demand options struggle most, because huge crowds leave at the same time and an app pickup can mean a long walk and a long wait. A group vehicle booked in advance, with an agreed pickup point, is the sensible answer for a party of six or more.
The verdict. Small groups for a regular game can go on-demand. Groups for a major event should book. See sports event transportation and event transportation for how pickups are staged.
Trip five: conventions and conferences
Events at the Greater Richmond Convention Center fill the downtown hotels, but speakers, sponsors and teams staying in the West End or near the airport need reliable transfers between hotel and hall. A taxi or app ride works for one attendee; a sponsor team with display cases needs a business SUV or a Sprinter. Our conference transportation page explains how we run fixed loops and on-call cars for multi-day shows.
Trip six: the airport and the train
Richmond International is about 10 miles (16 km) from downtown, roughly 18 minutes on a clear road. GRTC routes 7A and 7B link the airport with the Downtown Transfer Station for free, taxis wait curbside, and app rides pick up on either the upper or lower level depending on your luggage. An Elly8.net business sedan is US$135, fixed, with meet and greet at baggage claim, and the same fare applies to departures. Our RIC taxi or rideshare guide compares the airport options in detail, and the Richmond airport car service guide explains the meeting and the luggage sizes.
Amtrak travellers arrive at Main Street Station downtown or Staples Mill Road in Henrico; we meet both through our train station transfers service.
Trip seven: a day out of the city
Colonial Williamsburg, the James River plantations and Virginia's wine country are all popular day trips. A taxi or app ride is not built for a day of waiting, so the realistic options are driving yourself or booking a full-day chauffeur, from US$700 in a business sedan to US$1,400 in an Executive Sprinter. For a group visiting wineries, a chauffeured wine tour means nobody has to drive between tastings. Visit Richmond is a good starting point for planning.
Uber Black or a chauffeur?
Both put you in a better car with a professional driver. The difference is when the details are fixed. A premium app ride is priced and assigned at the moment you request; a chauffeur booking fixes the vehicle class, the price and the pickup in advance, with flight tracking, meet and greet, child seats on request and complimentary waiting after a tracked landing. See Uber Black vs chauffeur and the broader chauffeur vs Uber and Lyft comparison.

Frequently asked questions
Are Richmond buses really free?
Yes. GRTC states that all its buses are Zero Fare, and that riders may board at any open door. That includes the routes to Richmond International Airport and the Pulse bus rapid transit line, which stops at stations. Buses stop only at designated stops and stations, so plan the walk at each end.
Is it easy to get a taxi in Richmond?
Taxis are available curbside at the airport, and elsewhere the practical approach is to book by phone or app rather than expecting to hail one on the street. Fares are metered, so the cost depends on distance and traffic. For a fixed time, such as an early flight or a meeting, a pre-booked car removes the uncertainty.
Is Uber cheaper than a taxi in Richmond?
It depends on the moment. App prices are set when you request and rise with demand, so a quiet afternoon ride can be cheaper than a taxi, while the same trip after a sold-out show can cost more. Rideshare prices are not published in advance, so compare them by how they behave on the night.
How much does a private car cost per hour in Richmond?
An Elly8.net business sedan is US$95 an hour, a business SUV US$120, a First Class SUV US$145, a First Class sedan US$155 and an Executive Sprinter US$190, each with a 3-hour minimum. Prices are per vehicle and all-in, including taxes and standard gratuity, and the car waits between stops.
What is the best option for a group going to a concert downtown?
For six or more, one Executive Sprinter on the evening out and event night package, US$950 per vehicle, so the group leaves together without competing for app rides after the show. For up to six, a business SUV on the same package is US$600. The chauffeur waits at an agreed pickup point.
Can a Richmond booking be changed or cancelled?
Yes. Cancellation is free more than 72 hours before pickup, 10% within 72 hours, 50% within 48 hours, and 100% within 24 hours or for a no-show, refunded to the original card. Times, stops and addresses can usually be changed through the 24/7 desk without cancelling.
