The cheapest Pittsburgh airport shuttle is a public bus: the 28X Airport Flyer, run by Pittsburgh Regional Transit, costs US$2.75, leaves from outside Door 9 on the ground level about every 30 minutes and reaches downtown in roughly 38 to 46 minutes. For one traveller with light bags, it is excellent value and we say so without hesitation. Airport hotels run their own courtesy shuttles, and several permitted operators run shared and charter services.
A private car is a different trade: more money, less waiting and door-to-door service. On Elly8.net, PIT to downtown is US$175 in a business sedan and US$230 in a business SUV for up to six passengers, fixed and all-in per vehicle, with the chauffeur meeting you inside arrivals. The right choice depends on how many of you there are, how much you carry, what time you land and where you are going.
Is the Pittsburgh airport shuttle cheaper than a private car?
Yes, for one or two people. The 28X bus is US$2.75 per person, valid for three hours with transfers, against US$175 for a fixed business sedan to downtown. For a family or group the gap narrows: four passengers pay US$11 on the bus, but a business SUV at US$230 removes the wait, the walk and the bag handling.
Price per seat is only part of it. The bus can mean up to a 30-minute wait at the stop plus a longer ride; a private car leaves when you have your bags. The comparison below puts the numbers side by side.

The options, one by one
28X Airport Flyer bus. The airport's ground transportation page lists the 28X serving PIT, Robinson Town Centre, downtown Pittsburgh and Oakland seven days a week, departing about every 30 minutes outside Door 9 on the ground level of the pre-security terminal. The fare is US$2.75, valid for three hours with unlimited transfers, and a day pass is US$7. Cash riders need exact change, and cards are not accepted on the bus; the ticket machine near Door 8 takes cards, and mobile tickets are available in the transit apps. All 28X vehicles are wheelchair accessible. On the 28X timetable, the downtown stop is Liberty Avenue at Wood Street and the Oakland stop Forbes Avenue at Atwood Street; the ride takes roughly 38 to 46 minutes to downtown and 49 to 59 minutes to Oakland.
Hotel courtesy shuttles. Several hotels near the airport run courtesy shuttles for their guests, listed by the airport as hotel courtesy operators. They are designed for guests of those hotels, not for trips into the city. Ask your hotel how to call the van and how often it runs.
Shared and charter shuttles. The airport publishes a list of limousine, taxi, shuttle and charter operators holding an Allegheny County Airport Authority permit, and asks passengers to contact operators directly for prices and service areas. Shared shuttles can be good value for groups going to the same place, but expect to wait for other passengers and to make several stops.
Regional buses. For travellers heading beyond Pittsburgh, scheduled buses leave from Door 9 at set times each day to destinations including Penn State's main campus, West Virginia and eastern Ohio, according to the airport. Check the operator's schedule before you book a flight around them.
Taxis. Permitted taxi operators serve PIT. There is no published airport flat rate; in Pennsylvania, taxis charge fares approved by the Pennsylvania Public Utility Commission, which may be a flat rate, mileage, a meter or zones. Ask the operator for the fare before you ride.
Rideshare. Uber and Lyft pick up directly across the road from Door 7 on the ground level. The app sets the price when you request it, and it rises when demand is high, for example when several flights land together or a convention lets out. No price is published, so we do not quote one.
Pre-booked private car. The chauffeur tracks your flight and waits inside arrivals with a name board, with complimentary waiting after a tracked landing, then drives you to the door for a fixed price. PIT to downtown is US$175 to US$455 depending on the vehicle, the same price in either direction.

Cost per person, worked through
Elly8.net prices are per vehicle, never per person. The arithmetic below divides a fare by group size for comparison only.
| Group | 28X total | Elly8.net vehicle | Vehicle price | Per person, arithmetic only |
|---|---|---|---|---|
| 1 traveller | US$2.75 | Business Sedan | US$175 | US$175 |
| 2 travellers | US$5.50 | Business Sedan | US$175 | US$87.50 |
| Family of 4 | US$11 | Business SUV | US$230 | US$57.50 |
| 6 colleagues | US$16.50 | Business SUV | US$230 | about US$38 |
| 10 wedding guests | US$27.50 | Executive Sprinter | US$455 | US$45.50 |
The bus is always cheaper. What the private car buys is time, certainty and handling: no wait at the stop, no walk from a downtown bus stop with suitcases, and child seats fitted before pickup.
When the bus or a shuttle is the right call
- You are travelling alone or as a couple with carry-on bags.
- Your hotel is near Liberty Avenue downtown or Forbes Avenue in Oakland.
- You land in the daytime, when buses run frequently.
- Your hotel is at the airport and runs a courtesy shuttle.
- You are a student heading to Oakland with a backpack.
For these trips, the 28X is the sensible choice, and nobody should feel they need a car.
When a private car is worth it
- Late arrivals. After a delayed evening flight, the last thing you want is a wait at the bus stop. The chauffeur tracks the landing and is there.
- Families. Children, car seats, a stroller and four suitcases do not suit a bus. A business SUV takes six passengers and six bags.
- Groups. A recruiting team or a wedding party of up to 12 fits one Executive Sprinter at US$455, and arrives together.
- Business. A client you are hosting, a meeting straight from the airport, or a schedule that cannot slip. A First Class Sedan is US$310.
- Destinations off the bus route. The North Shore, Shadyside, the South Hills and suburban homes. Any address is priced in the web booker.
- Fixed budgets. A flat fare does not change with tunnel traffic or demand.

Choosing by where you are staying
Downtown, near Liberty Avenue. The 28X stops at Liberty Avenue and Wood Street, so a light traveller staying a few blocks away has an easy walk. A hotel across the Allegheny or up a hill is a different story with a suitcase.
Oakland. The 28X continues to Forbes Avenue at Atwood Street, close to the universities and the hospital district. Visiting students and faculty with backpacks do well on the bus; patients and families with bags usually do not.
The North Shore and Strip District. Off the bus line. A taxi, rideshare or private car is the practical choice; a private car address here is priced in the web booker.
Shadyside, Squirrel Hill and the South Hills. Further from the bus stops, with hills and one-way streets. Door to door is worth more here.
Airport-area hotels. Use the hotel's courtesy shuttle if it runs one; it is the simplest option for an early flight the next morning.
Comfort, accessibility and luggage
The 28X is a standard transit bus with luggage carried by the rider and wheelchair accessibility on every vehicle, which is a real advantage for some travellers. Shared shuttles vary by operator. A private car gives you a seat to yourself, a chauffeur who loads the bags, a quiet cabin for a call, and room for mobility aids that fold; tell us at booking so the right vehicle is sent.
Departures: the same choices in reverse
Going to the airport, the 28X runs from downtown and Oakland back to PIT, and a taxi or rideshare can be requested from your hotel. An Elly8.net car picks you up at the lobby for the same fixed price as the arrival, US$175 in a business sedan, and drops you at departures. For a domestic flight we suggest leaving downtown at least two and a half hours before departure. If you only book one direction by car, make it the one with the most luggage or the least time.
Groups and conventions
Large meetings at the David L. Lawrence Convention Center bring waves of arrivals. Shared shuttles and the bus fill up at the same times, and rideshare prices rise. For exhibitors, speakers and teams, we run conference transportation and group transportation, with Sprinters timed to the main arrival banks. Companies can open corporate accounts with monthly invoicing, and hotels can book guest transfers through the hotel partner programme.
What the private car price includes
The chauffeur and vehicle, taxes, standard gratuity, flight tracking and meet and greet inside arrivals. Tolls, parking and waiting beyond the included time are billed at cost. Rides in Pittsburgh are operated by licensed, commercially insured local chauffeur partners vetted through the Limousine Worldwide network; Elly8.net takes the booking, fixes the price and runs the 24/7 desk. Cancellation is free more than 72 hours before pickup; 72 hours or less 10%; 48 hours or less 50%; 24 hours or less or a no-show 100%.
The general comparisons are in chauffeur vs shared airport shuttle and chauffeur vs Uber and Lyft. Hourly and package prices for the rest of your stay are explained in Pittsburgh limo rental prices, and the full fare list is on the Pittsburgh car service page.
