A Victoria taxi runs on a single meter rate set for the whole Capital Regional District: C$4.00 when the meter starts, C$2.33 per kilometre and C$50.23 an hour for waiting, GST included, under the rates the Passenger Transportation Board made effective August 1, 2026. That works out to roughly C$69 for the 28 km (18 mi) run from Victoria International Airport (YYJ) to the Inner Harbour, before any time spent crawling in traffic.
For one or two people with light bags, that is good value, and this guide says so plainly. A pre-booked Elly8.net car costs more, from US$145 in a Business Sedan for the same airport run, but it is fixed before you travel, waits inside arrivals with a name board, and carries a whole family or group in one vehicle. Below is how the meter works, where cabs wait, how ride-hail apps price the same trips, and when each choice makes sense.
What does a taxi cost in Victoria?
Victoria taxis charge the Capital Regional District common rate: C$4.00 flag, C$2.33 per km and C$50.23 per hour of waiting, GST included, effective August 1, 2026. On distance alone, YYJ to the Inner Harbour is about C$69, Swartz Bay ferry terminal to downtown about C$81, and downtown to Butchart Gardens about C$55.
Those figures are our arithmetic from the published rate and routed distances, not a quote from any taxi company. Real fares come out higher when the cab sits at lights or in a ferry-arrival queue, because the meter switches to the time rate when the car slows down. The Board's Rule 8 for the Capital Regional District sets the rate for every taxi licensee in the region, so the price per kilometre does not change from one company to the next.
| Trip | Approx. distance | Taxi, meter arithmetic (C$) | Elly8.net Business Sedan | Elly8.net Executive Sprinter |
|---|---|---|---|---|
| YYJ to the Inner Harbour | 28 km (18 mi) | about C$69 plus time | US$145 fixed | US$380 fixed |
| Swartz Bay ferry terminal to the Inner Harbour | 33 km (20 mi) | about C$81 plus time | priced in the web booker | priced in the web booker |
| Inner Harbour to Butchart Gardens | 22 km (13.5 mi) | about C$55 plus time | US$405 for the 4-hour package | US$810 for the 4-hour package |
| Ogden Point cruise terminal to downtown | 1.6 km (1 mi) | about C$8 plus time | priced in the web booker | priced in the web booker |
Taxi figures are in Canadian dollars; Elly8.net prices are in US dollars, all-in per vehicle, with the chauffeur, vehicle, taxes and standard gratuity included. The Butchart line compares a one-way taxi with a round trip that includes the chauffeur waiting while you walk the gardens, so it is not like for like; our guide to getting from Victoria to Butchart Gardens breaks that trip down properly.

How the Victoria meter works
Every taxi meter in the region starts at C$4.00, which covers the first 42.88 metres, then adds ten cents for each further 42.88 metres. When the cab drops below a crossover speed, the meter charges time instead, at ten cents for every 7.17 seconds, which is the C$50.23 hourly waiting rate. That is why a cab stuck behind a ferry convoy on the Patricia Bay Highway costs more than the same distance at 80 km/h.
Two rules from the Passenger Transportation Board matter to travellers. First, taxi operators may only charge rates the Board has approved. Second, the Board's taxi rates page states that taxis may not charge variable rates that respond to changes in demand. A Victoria cab on a rainy Friday at 5 p.m. charges the same per-kilometre rate as one on a sunny Tuesday morning. The price you pay changes with traffic and route, not with demand.
A tip usually goes on top of the meter. If you plan to pay by card, mention it when you call or before the ride starts, so there is no awkward moment at the hotel door.
Where to find a taxi: airport, ferry, cruise terminal and downtown
At YYJ. The airport's ground transportation page lists a curbside taxi company serving arrivals and says pre-booked taxis from any Greater Victoria company pick up along the Short Term Lot curb across from the arrivals exit doors. Ride-hailing pickups use designated spots on the same curb. The airport is compact, so the walk is short; the wait, if there is one, is at the curb after a busy bank of arrivals.
At Swartz Bay. Taxis wait outside the BC Ferries terminal when sailings arrive, according to the Butchart Gardens travel page, which lists approximate fares from the terminal. A full ferry can unload hundreds of foot passengers at once, and the first cabs go quickly. If you land on a late sailing with children and bags, that queue is where a pre-booked car earns its fare.
At Ogden Point. The cruise terminal at the south end of James Bay has taxis, shuttles, pedicabs and tour operators on ship days, as the Greater Victoria Harbour Authority describes. Downtown is about 1.6 km (1 mi) away, a short ride or a 20-minute walk along the water. Several ships at once mean several thousand people looking for the same transport, so plan the time you need to be back on board.
Downtown and the Inner Harbour. Hotels around the harbour can call a cab for you, and you can book one by phone or app with the regional companies. For harbour-side restaurants and the busy Government Street blocks, agree a pickup corner rather than a vague "outside".
Rideshare in Victoria: the minimum fare and dynamic pricing
Ride-hail apps operate in Greater Victoria under licences from the same Board, and the rules are different from taxis. The Board sets only a minimum: for the Capital Regional District, which is passenger transportation Region 2, the minimum ride-hail fare rose to C$6.03 on August 18, 2026, according to its ride-hail rates page. Above that floor, the companies use dynamic pricing, raising rates at peak times to attract drivers and lowering them when it is quiet.
That means we cannot give you a published rideshare price for the airport or the ferry, and nobody honestly can. What we can say is how it tends to behave:
- Off-peak, short trips, such as Fairfield to downtown on a weekday afternoon, are often cheap and quick.
- Ferry arrivals and cruise days create sudden demand at one place, so the up-front price rises and the wait for a match grows.
- Late evenings in winter can mean fewer drivers on the road, especially out on the Saanich Peninsula.
- Group size is limited by the car that shows up. A standard ride-hail car takes up to four, and larger vehicles cost more and are not always nearby.
The app shows the fare before you confirm, which is useful. It does not guarantee that a driver will accept or that the price will be the same tomorrow. See chauffeur vs Uber and Lyft for the general trade-offs.
The bus is cheaper still
BC Transit's Victoria fares are C$3 for a single adult ride and C$6 for a DayPASS. From YYJ, the airport lists the fare to downtown at C$6.00, with routes 70, 72, 87 and 88 connecting through McTavish Exchange, and notes that oversized luggage can be hard to fit. For a solo traveller with a backpack and no deadline, the bus is the right answer, and from downtown the No. 75 runs to Butchart Gardens. Check service alerts before you travel.
When a taxi is the right call
We book cars for a living, and we still tell people to take a cab in these cases:
- One or two travellers with carry-on bags going from YYJ to downtown. About C$69 on the meter beats US$145 for a pre-booked sedan.
- Short hops downtown, such as Ogden Point to the Inner Harbour or James Bay to Chinatown. A pre-booked chauffeur is excessive for 2 km.
- Spontaneous plans. A taxi can be called or hailed now; a pre-booked car is planned in advance.
- Daytime arrivals on quiet days when the curb is calm and there is no reason to expect a queue.
There is no shame in the meter. It is regulated, it does not surge, and Victoria is a compact city.
When a pre-booked car wins
A fixed Elly8.net booking makes sense when the details of the trip, not the distance, are the problem:
- Late flights and late sailings. The chauffeur tracks your flight, waits inside YYJ arrivals with a name board, and complimentary waiting starts after a tracked landing. For ferries, give the desk your sailing and the pickup is timed to the scheduled arrival.
- Families and child seats. Child seats are available on request and fitted before pickup. A taxi or app car rarely has the right seat for a two-year-old.
- Groups and bags. Five people and six suitcases means two taxis, two meters and two arrival times. A Business SUV from US$190 or an Executive Sprinter from US$380 at YYJ keeps everyone together. Per person, a Sprinter split between ten travellers is about US$38 each; that division is our arithmetic for comparison only, and the fare is always charged per vehicle.
- Meetings at the legislature or downtown offices, where you want the same chauffeur waiting outside. An hourly chauffeur runs from US$110 an hour in a Business Sedan to US$220 in an Executive Sprinter, with a 3-hour minimum.
- Fixed budgets and invoices. The price is set before you travel and appears on one receipt; corporate accounts can be invoiced monthly.
- Cruise days. A car booked to your ship's arrival and all-aboard times avoids the terminal queue; see cruise port transfers.
Our comparison of chauffeur vs taxi covers the same reasoning in other cities.

Frequently asked questions
How much is a taxi from Victoria airport to downtown?
On the regional meter rate, the 28 km run from YYJ to the Inner Harbour works out to about C$69 on distance alone, plus time in slow traffic and a tip. That is our arithmetic from the Board's published rate. An Elly8.net Business Sedan for the same trip is US$145, fixed and all-in, with the chauffeur waiting inside arrivals.
Do Victoria taxis charge surge prices?
No. Taxis in British Columbia may only charge Board-approved rates and may not charge variable rates that respond to demand. In the Capital Regional District every taxi uses the same common rate. Ride-hail apps are different: the Board sets a minimum fare, and above it the companies use dynamic pricing.
Is there Uber at Victoria airport?
Yes. YYJ lists Uber, with ride-hailing pickups at designated spots along the Short Term Lot curb across from the arrivals exit doors. The fare is shown in the app before you confirm and changes with demand. Pre-booked taxis use the same curb.
Is there a taxi rank at the Swartz Bay ferry terminal?
Taxis wait outside the terminal when sailings arrive, but a full ferry unloads many foot passengers at once and the queue can be long. If you are arriving late, with children or with a group, book a car to your sailing; Swartz Bay pickups are quoted in the Elly8.net web booker.
When is a pre-booked car better than a taxi in Victoria?
When you land late, travel with children who need seats, arrive as a group with luggage, go straight to a meeting, or need a fixed price on an invoice. For one person with a carry-on on a quiet afternoon, a taxi or the bus is usually the better buy.
What is the cancellation policy for a Victoria booking?
Cancellation is free more than 72 hours before pickup. At 72 hours or less the charge is 10%, at 48 hours or less it is 50%, and at 24 hours or less or for a no-show it is 100%. Refunds go to the original card.
