The 82nd session of the United Nations General Assembly is expected to open in New York on Tuesday 7 September 2027, with the high-level general debate expected to begin on Tuesday 21 September 2027. Those are the projected dates on the UN events calendar tracked by IISD; the United Nations confirms the programme and the speakers' list closer to the session. For a week, heads of state and government, ministers and their delegations gather at UN Headquarters on First Avenue, joined by business leaders, foundations and civil society at hundreds of side events across Manhattan.
That week is the hardest of the year to move around Midtown East. The NYPD and federal agencies set up security zones around the UN and the hotels where leaders stay, motorcades move through Midtown, and the city's Department of Transportation designates the week's days as Gridlock Alert Days. Elly8.net books UNGA transportation as fixed-price chauffeured cars: airport arrivals at JFK, LaGuardia, Newark and Teterboro, and hourly cars on standby for days of meetings that change by the hour.
What is the best way to get around Manhattan during UNGA week?
Book a chauffeur by the hour for the days you have meetings, with pickup points agreed outside the security zones, and walk the last blocks to the UN or to hotels inside the perimeter. For single trips across town, the subway is often faster. A chauffeur on standby is the reliable way to keep a changing schedule.
During High-Level Week, the blocks around UN Headquarters are closed to general traffic, and further closures appear and disappear as motorcades move. In 2026 coverage, the primary closures ran along First Avenue in the East 40s and across the blocks between First and Second Avenues, with identity checks at the security zones. Average traffic speeds in Midtown during the week are historically the slowest of the year, under 4 mph (6 km/h), according to New York City DOT figures.
In those conditions, no car can promise a door-to-door drop at the General Assembly building. What a pre-booked chauffeur can do is keep you moving everywhere else: arrive at the nearest permitted point, wait while you walk through the perimeter, and be ready on the open side of the closures when the meeting ends. That is the real job of an hourly car in UNGA week.
Arriving for UNGA: JFK, LaGuardia, Newark and Teterboro
Delegations and guests reach New York through four airports, and the right one depends on your flight and where you stay.
| Airport | Distance to Midtown | Clear-road drive | Business Sedan | Business SUV | Executive Sprinter |
|---|---|---|---|---|---|
| John F. Kennedy (JFK) | about 18 mi (29 km) | about 29 min | US$210 | US$275 | US$550 |
| LaGuardia (LGA) | about 9 mi (14 km) | about 17 min | US$145 | US$190 | US$380 |
| Newark Liberty (EWR) | about 19 mi (31 km) | about 34 min | US$215 | US$280 | US$560 |
| Teterboro (TEB) | about 12 mi (20 km) | about 25 min | US$170 | US$225 | US$445 |
Prices are per vehicle and all-in, including the chauffeur, taxes, standard gratuity and airport meet and greet; first class sedans and SUVs, and round trips from US$280, are on the New York City price list. Drive times in UNGA week are much longer than the clear-road figures, especially in the late afternoon and when motorcades are moving.
JFK receives most long-haul delegation flights. The chauffeur tracks the flight and meets you inside arrivals with a name board, with complimentary waiting after a tracked landing. Teterboro in New Jersey is a general aviation airport widely used by private and corporate aircraft flying to Manhattan; the chauffeur meets the aircraft at the FBO named in the booking, see private jet FBO transfers and the Port Authority of New York and New Jersey, which operates Teterboro, JFK, LaGuardia and Newark. For the full airport service, see JFK and New York airport transfers.
The UNGA day plan: hourly cars on standby
A delegation's day in High-Level Week is a string of bilateral meetings, side events, receptions and dinners, often across Midtown East, the Upper East Side, Midtown West and Lower Manhattan. The plan that works is an hourly car with a chauffeur who stays with the principal or the team for the day.
Morning. The car collects you at the hotel at a time the desk sets from your first meeting and the day's announced closures. If your hotel is inside a security zone, the pickup may be at a corner a block or two away; the chauffeur confirms it by text.
During the day. Between meetings, the chauffeur holds on the open side of the closures and you message when you are ready. When a schedule changes, which it will, the desk re-routes the car.
Evening. Receptions and dinners run late, and many are in the same few hotels. The evening out and event night package (5 hours) is US$525 in a business sedan, US$675 in a business SUV and US$1,050 in an Executive Sprinter.
New York hourly prices are US$105 in a business sedan, US$135 in a business SUV, US$170 in a first class sedan and US$210 in an Executive Sprinter, three hours minimum. For full days, the full-day chauffeur (8 hours) is US$775 to US$1,550, and the corporate roadshow day (10 hours) is US$945 to US$1,890. See hourly chauffeur and roadshow chauffeur for how these days are scheduled.
Delegations, missions and discretion
Missions and delegations often need several vehicles for one week: a first class car for the principal, SUVs for advisers, and an Executive Sprinter for the wider team and luggage on arrival and departure days. The desk books them under one reference, with one contact and one invoice. A corporate account provides monthly invoicing for missions, foundations and companies; agencies book through travel-agent accounts.
The desk can sign a non-disclosure agreement and briefs chauffeurs only on timings and addresses. Elly8.net is a transportation service, not a security company. Protective details, motorcades and police escorts are arranged by the delegation and the authorities; a chauffeured car can follow the timings those arrangements set but does not replace them. Taxi, AirTrain, subway or chauffeur: an honest comparison
| Option | Price | Best for | Limits |
|---|---|---|---|
| Subway | Public fare | Crossing Midtown fast, one person, light bag | Crowded at peak; walk from the nearest station to the UN perimeter |
| AirTrain JFK plus subway or rail | US$8.75 AirTrain fare plus the onward fare | A solo traveller from JFK with a carry-on | Changes with luggage; long with bags |
| Yellow taxi from JFK | US$70 flat fare to Manhattan, plus surcharges, tolls and tip | One traveller, any time | Same traffic as every car; queue at the terminal |
| App ride (rideshare) | Dynamic pricing | A single trip outside peak hours | Surge pricing when closures release traffic |
| Elly8.net chauffeur | From US$210 from JFK; from US$105 per hour | Delegations, executives, changing schedules, luggage | Must be pre-booked; UNGA week books out early |
The NYC Taxi and Limousine Commission sets a US$70 flat fare between JFK and Manhattan, plus surcharges including a US$5 weekday rush-hour surcharge, tolls and tip. The AirTrain JFK fare is US$8.75 at Jamaica and Howard Beach. In UNGA week the city also asks people to use non-driving modes, and its Gridlock Alert schedule marks the days to avoid driving in Midtown.
Be realistic: if you are one person with a light bag going from a hotel in Midtown West to a meeting near Grand Central, the subway will usually beat any car. A chauffeur wins when you travel with luggage or a team, when the schedule changes through the day, when you need a private place to take calls between meetings, when a principal needs to be met on the open side of a closure, or when the budget must be fixed in advance. For the general comparisons, see chauffeur vs taxi and Uber Black vs chauffeur.
Side events, receptions and the business week
High-Level Week is not only the General Assembly hall. Companies, foundations, universities and missions host breakfasts, panels and receptions across Manhattan, and many executives attend four or five events a day without setting foot inside the UN. For them, the week is a roadshow with unusual traffic.
The 10-hour corporate roadshow day suits that pattern: one car and chauffeur from the first breakfast to the last reception, from US$945 in a business sedan. For hosts bringing speakers and guests to their own event, the desk can book arrival cars timed to the programme and an Executive Sprinter for groups from the same hotel. Tell the desk which events are fixed and which are optional, and the chauffeur plans the order of stops around the closures announced each morning. See corporate car service and event transportation.
Where delegations stay, and how that shapes the plan
Many leaders and delegations stay in hotels in Midtown East, close to the UN; others stay on the Upper East Side, in Midtown West or near Central Park. The UN itself sits on First Avenue in the East 40s, about 3 mi (5 km) by road from our Midtown price-list centre, about 7 minutes on a clear road and far longer in UNGA week.
The closer your hotel to the UN, the more likely it sits inside or beside a security zone, and the more of each trip is on foot. Hotels on the West Side are easier to reach by car, but every trip to the East Side crosses the slowest part of Manhattan. The desk sets pickup times from the actual hotel and meeting addresses.
Before and after the session
Many visitors combine UNGA with meetings elsewhere in the Northeast. The desk books cars to Washington, DC, Philadelphia and Westchester and Greenwich through the city-to-city car service, and the signature Hamptons day trip (10 hours) is US$970 in a business sedan to US$1,935 in an Executive Sprinter.
How booking works
Rides in New York City are operated by licensed, commercially insured local chauffeur partners vetted through the Limousine Worldwide network; Elly8.net takes the booking, fixes the price and runs the 24/7 desk. Partner vehicles are four model years old or newer (seven for Rolls-Royce, Maybach and Bentley). Elly8.net is a member of LimousineWorldwide.Directory and LimousineAssociation.International.
- Enter the pickup and drop-off, with the flight number for airport legs and the meeting addresses for each day.

Prices include the chauffeur, vehicle, taxes, standard gratuity and airport meet and greet; tolls, parking and waiting beyond the included time are billed at cost. They do not change for UNGA. Availability does: High-Level Week is one of the busiest weeks of the year for chauffeured cars in New York, so reserve now. Session information is on the UN General Assembly website.
Frequently asked questions
How much is a car service from JFK to Manhattan during UNGA?
The price does not change for the General Assembly. JFK to Midtown Manhattan is US$210 in a business sedan, US$275 in a business SUV, US$370 in a first class sedan and US$550 in an Executive Sprinter, per vehicle and all-in, with meet and greet inside arrivals. Tolls are billed at cost.
Can a car drop me at the UN General Assembly building?
Access to UN Headquarters and the surrounding blocks is controlled during High-Level Week, and the rules depend on your credentials. The chauffeur drops you at the nearest permitted point and collects you on the open side of the closures. Send the desk any access instructions you receive from your mission or host.
Is it better to book by the hour?
For delegation days, yes. Schedules change, closures move and single bookings can leave you stranded between meetings. An hourly car is US$105 to US$210 per hour with a three-hour minimum, and the chauffeur stays with you for the day.
Do you meet government and private aircraft at Teterboro?
Yes. Teterboro to Midtown Manhattan is US$170 in a business sedan to US$445 in an Executive Sprinter. The chauffeur meets the aircraft at the FBO in the booking, with flight tracking on the arrival.
Can you supply several cars for one delegation?
Yes. The desk books first class cars, SUVs and Executive Sprinters for up to 12 under one reference, with one contact and monthly invoicing on a corporate account. NDAs are available on request.
Do you provide security?
No. Elly8.net is a transportation service, not a security company. Protective details and escorts are arranged by the delegation and the authorities. Chauffeurs follow the timings and routes those arrangements set.
What is the cancellation policy?
Free more than 72 hours before pickup; 10% at 72 hours or less; 50% at 48 hours or less; 100% at 24 hours or less or for a no-show. Refunds go to the original card.
When should we book for UNGA week?
As soon as the delegation's dates are known. The New York price list is fixed, but the number of chauffeured vehicles available in Manhattan during High-Level Week is not, and first class cars and SUVs go first.
